Ukraine War: Has Russia 'blown the dam' on the Dnipro river too early?

Sky News' Military Analyst Sean Bell has said that once the flood plains dry following the dam flooding, it will be possible for Ukraine to "actually mount a potential offense across the Dnipro river".

He added that "almost certainly, Russia has blown this dam a little early", and that they "can't blow this dam a second time".
